Because they are special and not something you would normally buy for yourself!
I like giving gifts of items people will enjoy but would not get themselves because they are not practical. Flowers fall into that category. My friends enjoy flowers, the smell, the look, the feel they add to a room. When I give them flowers I know they will take such pleasure in them and will appreciate them more because they do not offer flowers to themselves.
